The Organization of the Petroleum Exporting Countries (OPEC) is preparing to launch the 19th edition of its flagship publication, the World Oil Outlook (WOO) 2025, during the 9th OPEC International Seminar, held from 9 to 10 July at the historic Hofburg Palace.

This year’s Seminar, themed 'Charting pathways together: the future of global energy,' has reached maximum attendance, emphasising its growing importance to the global energy industry. It will bring together ministers, CEOs, financial leaders, policymakers, academics, analysts, and media from across the world to engage in high-level dialogue on the future of energy.

World Oil Outlook 2025: a strategic forecast

The launch of the World Oil Outlook 2025 will be a central feature of the event. OPEC Secretary General HE Haitham Al Ghais will open the session with remarks, followed by a panel discussion featuring senior analysts from OPEC’s Research Division. The publication provides a detailed analysis of global oil market trends, long-term supply and demand projections, investment requirements, sustainability issues, and the potential impact of evolving energy policies.

Since its first release in 2007, the WOO has served as a vital resource for understanding the direction of oil and energy markets. The 2025 edition is expected to provide timely insights at a moment when the global energy sector is navigating uncertainty, shifting policy goals, and rising investment pressures.

High-level discussions on energy security and transition

Throughout the two-day Seminar, participants will explore critical topics shaping the energy outlook. These include energy security, the economic role of oil markets, the prospects for global energy demand in both the short and long term, and the mobilisation of finance to support energy infrastructure. Sessions will also tackle the regulatory landscape and how to achieve a just and inclusive energy transition, particularly for developing nations still facing energy poverty.

The Seminar will serve as a platform for cross-sector collaboration, with the aim of building actionable pathways toward a more secure and sustainable energy future.

A record-breaking edition

The 2025 edition has set new benchmarks for the OPEC Seminar. It has attracted a record number of sponsors and has doubled its media partnerships compared to previous years. Notably, EC has joined as an official media partner for the first time, reflecting the Seminar’s expanding influence across the global energy dialogue.

A legacy of shaping energy policy

Since its first gathering in 1969, the OPEC International Seminar has grown into one of the most respected and impactful events in the energy industry.

Relaunched as a recurring series in 2001, it has consistently provided a platform for shaping the direction of international energy policy, fostering cooperation between producers and consumers, and addressing the most urgent issues facing the sector.

With the release of the World Oil Outlook 2025 and a full agenda of high-impact discussions, the 9th OPEC International Seminar is set to influence global energy strategy for years to come.

As the industry contends with transformation and transition, OPEC continues to play a critical role in providing data, dialogue, and direction.
